What is the difference between a Flood Watch and a Flood Warning?

According to the National Weather Service:

Flood Watch: Conditions are favorable for flooding, but the occurrence is not certain.
Flood Warning: Issued when a hazardous event is occurring or has a very high probability of occurrence. Warnings advise of a threat to life or property.
